Regarding Power level rising, it seems like this is rare for fighters off earth, as well as complex ki techniques. We saw Master Roshi power up for Kamehamehas in Early Dragonball (fire mountain and to destroy the moon), we just didn't have a device to acknowledge that. I always thought of "Double Sundae" as Raditz' name for shooting just above basic ki blasts from both his hands, I don't recall if we actually saw that attack performed. At the end of the Saiyan Saga, one fighter learns to "raise their powerlevel"/charge attacks, and this gives them the upper hand to quickly and easily overwhelm some enemies.
