It was a PCO (Police Community Support Officer) basically members of the public that are given minimum authority, they can’t arrest anyone etc.. many people dislike them because some of them the authority goes to their heads!

3:23 that isn't a real police officer, its what where I'm from call a plastic cop (Community support officers). They act like they are the police, but they can't do anything really. Sort of like that city in America which fired all the police and got community officers and now when a crime is happening they just try to calm people down or call someone else to take action. 09:00 I've seen a couple people who seem completely sobber and talk about gibberish because they are blackout drunk.

Do not mistake that for the respect of the police body themselves, since they are deeply, deeply corrupt and immoral, arresting people for tweets if they are working class but protecting the worst types of criminals if they belong to a specific group.
