The 165 is the peak voltage (I’m with you: why was that used in this chart?) 40:43 - It is less likely to be a break in the wiring and more likely to be a bad connection at the compoment terminals.

I use the Frigidaire defrost thermostats in almost any brand of refrigerator
if a condenser is too cold. You won't get the proper heat exchange
I must have serviced 1000 or more all those Frigidaire in 28 years😊
