i completed 36 yrs as a project manager for a small construction company in saudi arabia -in oil pipe lines -client was saudi aramco--i learned lot of skills in manaaging projects by working in close proximity with the project managers and engineers- it was a great learmning experience--i was a project manager - estimation manager - quality manager -safety manager --all in one --as all these critical elements -knoweldge was needed to complete the project on time as per scope , keeping quality ,safety as one of the very essential qualities for a satisfactory completuon of the construcion project --on an averge i completed - 2 projects a year ---and honestly i got not much of a support from the owners -- but prayers and jumping into the task head on-- i managed to complete almost all the projects to the satisfction to the client -saudi aramco-

do these items belong in WBS? thinking from perspective of building a chemical plant: Engineering & Project Management Installation/Contractor Work Shipping & Receiving Travel Contingency Site Commissioning Other (Legal, Permitting, Community)
I've not find a designing stage in WBS. Also the expertise of a project takes a lot of time - one or two months. In the ending, in most cases, there is nessesary to correct drawings and get the expertise one or more times.

Really it depends on the project but I would say not travel, shipping and receiving
