I know that this comment might have came a bit late, but i think a better way to explain Midoriya suddenly gaining a quirk when he was thought to be quirkless could be something along the lines of, "He actually has an energy stockpiling quirk. The reason it took so long to 'manifest' where he could draw that energy out was simply because it hadn't stockpiled enough to be of use yet."
(Manga spoilers) Well, Deku while heavily fatigued, hungry and injured was still strong enough to almost beat the whole class on his own in a fight where he wasn’t even actually attacking so I think everyone who’s seen the manga already knows the obvious no.1
