Steering wheel in today's vehicles are fitted with many sensitive controls, air-bag and are critical to vehicle safety.
Should never get it opened like that for any sort of accessory installation .

Removal of steering wheel like that can be risky
Why you not added fog lamp,it will add more light in night and car looks good too, any specific reason for not added fog lamp after market ? Also please suggest ignis delra over baleno sigma
