And then on the other on his horse with the suit of armor and the orchestral music the. Suddenly he passes the Wild West and the music changes? That got me laughing so hard.

They were having a lot of fun with the "walk cycles" on the horse in particular. Love the way they adapted it to a dog's running gait in one section. Very effective visual gag. It was made in 2007.

I like everything, especially how it was not what you expected, like the cars being pulled by a person, the doctor not being able to cure his patients, the witch vacuuming with her broom, plus it was funny!
It's actually an extisting cheese brand, coming from France: "La vache qui rit" (the cow which is laughing). And did you notice the car pulled by 2 horses: It was a citroen 2chevaux -which means actually 2 horses ;-)
Wonderful in every way. Some of the line work is reminiscent of John Tenniel's illustrations for "Alice in wonderland" and "Through the looking glass."
I'd say that this would be perfect as a Monty Python bit, but it does stuff with animation that would be impossible for them to do with props and actors! My favourite, of course, is the doctor's glasses doing all of the expressions for him! absolutely fantastic animation, this is why I'm proud to be Canadian.
