Okay so by default it spins side to side only. You tap the around the cab where the arm connects and then it toggles to up and down

@Canadiansteamer43 if on mobile tap in front of the cab near the crane arm. You can also tap the top of the cab to open a menu with all the controls listed. Some are labeled a bit confusing so I recommend you spawn a crane by itself away from players a mess with it for a minute or two so you can figure it out
