I think the Neptune is effected by the whole gravitational force of kuiper belt
Kuiper belt consists of many small objects it can't generate that kind of gravitation pull

I think that Planet X was our first star but we don’t know about it and I think we orbited it for 1 year than we go go to sun because sun might have like large amounts of gravity force and Planet X is in mission to take us back it is my theory u can tell yours😊

Actually this planet is revolving in a very elliptical orbit and it's focus is not sun but a Centre of mass closer to sun. It takes Nearly 10-15k yrs for a single Revolution.

Bcz of lack of light (from sun due to far distance) ,low effect of gravity and denser region made of clouds and small celestial bodies.

If planet X actually exist and affecting Uranus and Neptune's orbit I guess it would be something like 2400 to 2800 a.u. distance away from Earth Just guessing it because this should be enough distance to affect the orbit of Neptune
