It is not must that it should form long legged dogi candle at resistance or support level. It could be work even if there is not resistance or support near that candle. Yeah it will be good if it form at resistance or support level but it is not a compulsory condition

Trading in Bank Nifty after seeing long legged Doji candle
Condition1: After 7 t0 9 candles (in 5 minutes time frame)
Condition 2: Minimum 199 points movement (Upward/Downward)
Entry Point: when the low/high of the candle closing (below/above) the close of the long legged doji is beaked.
Target 1: 77 % from the start of the movement
Target 2: 100% from the start of the movement
Stop loss: 10-12 points above/below the long legged doji (or) the low/high of the previous candle (Note: Works very good when forms at the Reistance and Support levels)....

In Japanese, “doji” (どうじ/ 同事) means “the same thing,” a reference to the rarity of having the open and close price for a security be exactly the same. Depending on where the open/close line falls, a doji can be described as a gravestone, long-legged, or dragonfly.
