This is the reason the Chance cube mod didn’t do as well as the lucky block mod. Because it wasn’t chance. Just bad and way too bad. Like the good never counteracts the bad. Also this is the ugliest series they made. The horrible looking skyisland world gen combined with the craters from explosives everywhere.
It really depends on the modpack, originally it was pretty fair. Project Ozone 2 is when it got bad, PO3 it went absolutely insane, it could just delete everything within 128 chunk radius including bedrock. but they really were made for streamers for funny reactions, and as such a massively tilted towards being horrible.

yeah the chances were never good, like they'd be bad without lives, but the lives just make it horrible
