This isn’t a ‘bug’ (I don’t think) Basically, when you uninstall display drivers it seems to disable certain effects such as Mica. This is also the case when no drivers are installed.
@MSNeptuned I think it's a bug because it probably wasn't supposed to happen. This looks like it is a remnant from Windows 10. Also, Windows wouldn't start up with no drivers installed. If the video performance is bad and there's "no drivers" - Microsoft Basic Display Adapter is doing its thing.
