LED lights do pulse. At what frequency I don't know, but they must be over 25 Hz since we don't see them with our eyes yet the camera does due to it's faster shutter speed.
I’m thinking they do. Not really sure. They would save energy if it were not a constant voltage. I see a lot of leds on cars pulsing when I take videos of them at night. So I think the other may also. We will see.
