Okay so for the blue shell, it should aim for...
BALLOON BATTLE: Either the player with the most points or the player with the most balloons.
RENEGADE ROUNDUP: The player with the most captures or rescues depending on the team.
COIN RUNNERS: The player with the most coins.
SHINE THIEF: The player with the shine, or if nobody has the shine, the player closest to winning.

Fusion Cyborg 8 shocks would be a good thing too, but your opponents have a very good chance of catching up if you just spam them. Using them once the player in 1st-2nd place is a good idea to slow them down for longer.
