"Elf" is really common in Pokemon bootlegs. I think it may have to do with whatever the word used to mean "Pokemon" is in Chinese, and probably in the sense of like "mystical/mythical/mysterious being" rather than, you know, elves proper.

The long neck wiggling pokemon only exist because the original dancing flower design probably isn't selling so well. The factory's got a surplus of mechanical wiggling skeletons so hey why not slap a pokeman skin on it and then the babs will want it.

Of course the custom stuff was much more powerful and unregulated, it flooded the market and made Nerf guns effectively overpriced junk.

It's also because they're based off of a figure set made by an actual artist that sold really well and the designs kept getting more and more popular through bootlegs. (I might be wrong though that's just what I heard.)
