In case you are still curious, it’s because the inner layer of Xylem is dead and becomes compressed to eventual heartwood while the outer layer of phloem is alive and doesn’t get compacted. The reason this happens is so the trunk grows thicker and able to support more branches and leaves and hence more seeds. By comparison, the phloem layer just needs to be able to accommodate the increase in sugars produced so it doesn’t need to grow as quickly
