I learned that if you wait long enough, it'll have a board I waited to do all of the keys both silver and gold until after I defeated the darkness in Bowerstone, I'd done every quest there is, I found all of the gnomes, books, and rare flowers and then did the keys, silver first and then ended with the Driftwood gold key. there was a board that led up to the ledge so you could get to it.

For those who have done all the quests and the ramp is still missing:
Just leave the area do some other quests, and the achievment will randomly pop. After that you can go up the ramp no problem.

Folks forget this crazy shit.
Do this:
1. Clear Hobbbes Quest
2. Take the Gambler to Driftwood.
3. Get Carpenter.
Wait a few days so Driftwood changes and then you can just walk up the ramp to it.

If you're still here and wondering, do the courrier quest in driftwood to get the carpenter in silver pines. By the time you get back to driftwood the bridges will be built.

storm le cat idk if you still need to know, but you have to go through the old gypsy camp from Fable 2. Restore the bridge and there is a path leading to Driftwood
