JP credit cards don't work the same as Western ones. They have low credit limits (compared to Western ones) and you're expected to pay the whole balance when the bill is due. It is not like the idea of having revolving credit where you pay it all off or pay a certain amount at your own pace. If you go to a JP store to purchase something and hand them a card, they will ask if it's fine to charge you all at once. A lot of stores will break up the payments (分割払い) and charge your card every month (usually with an interest rate tacked on) to get around JP credit card limits. Getting credit or even loans is incredibly difficult in Japan and their basis for who they find credit worthy is very different from Western ideas, most likely she's probably under 200K yen in debt.
It really depends on your card & it's limit... folks are saying cards in Japan have super-low limits, & it's a problem in Japan in general... but I remember my 1st few credit cards, got them thru my credit union of the time & the limit was so ridiculously low the thing was useless. It had like a $200 to $500 limit and they would never raise the thing... despite me pulling in several times that on every paycheck (which being my bank, they were damn well aware of).
