I kinda feel Gerald and Ivo should be charged separately. Gerald - helped Shadow escape prison, computer hacking to do so, solely responsible for the attack on the Chao Garden, stole the drones from his grandson, hacking into GUNN HQ, did Gerald actually design the laser hallway?, hijacking/theft of the eclipse station, solely responsible for the omnicide threat, more theft of government weapons with the GUNN mechas. Ivo - also assaults Stone by ripping his clothing off, hacking into GUNN HQ, hijacking/theft of the eclipse station, murder on Gerald (though that could be argued in defense of the whole world), hacking the airwaves in his final message to Stone.
