Totally depends on your enemy! If you are facing a boss with high electric resistance then electric wouldn't be the best. But in general, physical damage reduction is most common, so any element is usually preferred over physical. TDLR: Depends on the opponent!

good tips but on fishing i dont do the all the time because i save up but i have 3 accounts my main one is the highest lvl but i play all 3 at the same time my lowest lvl is still in t2 which i wish i knew about this tip when i first time i started playing
If you mean ‘Raid Shards’, you unlock raids at Tier 4 If you mean Mythic Runes (they kinda look like red shards) those you craft at any level, but I would expect to only get those after your’e at least a couple hundred levels into the game
Pro tip- if you think you'll be lucky think again.
