Oh well..... Tried everything you suggested. All my setting are as you recommend on Samsung s9. Still can't receive a verification code. Was receiving code to my phone from my pc as resent as March. Outlook works fine but can't get into security dashboard. Microsoft help screen also is not helping.....Any suggestions......Anyone.

@@hiok2284 just checked Reddit. Someone got thru to someone at Microsoft. Said it could be a 24-48 hr problem if they were telling the truth.
Apparently it’s a bug and we ain’t the only ones. People are trying to reset passwords and getting 6 digit codes instead of 7 and etc.
@@i_sharky well i found (situational) solution i guess? i just gave up with wrong digit code and decided to use "log in with github" since all i had to do was creating ms account
