For the badge, you have to finish with 4 hacks or less, so 12-36 color chips depending on how many hacks you have on. But if you have more hacks than that, you'll be limited to 6 color chips only and get no rewards. For example, 0 hacks would be 36 color chips, and 4 hacks is 12 color chips. Hope this clears it up, it can be complicated to understand haha
