what do you expect when the civs are just used an easy lick by the gangs even by CG. not to mention they have done nothing with business, most have been going to CG which they have done nothing with while they focus on grinding/shooting which is the state of prodigy. theres no civs and barely any cops it has become gta online with some 'rules'

Civs are just seen as easy licks, same happened in NP and in most servers that don't have enough to cater to or protect them or just lack the overall player-foresight not to treat them like walking lootboxes.
It's not feasible to go fully civ and ever hope to be able to compete with crims for things like house auctions or A class cars. all you are as a civ is a hostage for these shitlord gangs.
every "city" needs more civs but there isnt nearly as much interesting enough stuff for civs to do longterm to stay around for more then 3 months to half a year tbh
