I'm a contractor and given the state of devastation, not including future fires (which will occur) it will take that long at a MINIMUM to make a dent in the situation. More so considering the mass deportations will reduce the labour force significantly. It might help if neighbouring states might do the same IK it would help the citizens there anyways.
