purified water (distilled) does not have any ions, so it can be considered an insulator

How will i calculate the capacitance of a parallel plate capacitor with different area on each PLATE
Here we have 1000protons1000e on both sides.
What will happen for example if we have 800p,800e on one side and 1000p1000e on the other, so its still neutrally charged?

Not pure, distilled water ... impure water with minerals and other impurities does conduct, but distilled water is an insulator.
