There are 16 regions in ghana and accra is the smallest region in ghana in terms of land size. So why are the government not developing any other regions apart from talking about accra all the time. Why bring government in everything, this is a private property. You can also start from the region you want and start developing and I think others will follow. The private sector can do more than the government.

Government developments are different, example: government builds roads, schools, hospitals, railways, airports and other stuffs. But when it comes to housing development, it's individuals. When you travel to Europe 🇪🇺 and other western countries, Housings are not government issues. It's private companies build and develop the country. Government only takes taxes.
