See there are many things in this world that science cannot explain. On the basis of available knowledge we have, we can simply say that this story is all about Charley’s hallucination. But what exactly Charley experienced we don’t have explanations for it.
According to this chapter The Third Level exists and Sam goes there and called Charley and Louisa there l.But in reality it's not exist it is just hypothetical Situation.
