the not leveling thing is probably a bug because, you should have been level 9 a long time and you dont need the fire department or any building to be finished like you were thinking

It took me a while to get to lvl 9 too. But now I'm lvl 68 and my city is booming and things are moving right along
Any advice? I'm just at levwl 18
It was some kind of bug. When I started the game a bit later, I leveled to 9 and was most of the way to level 10.

I’m level 45 and my population is 3,970, you can also press the item in the barn to sell it for coins

I had to restart and then got all the exp.
If you click the blue button where the level is marked, it'll show you exactly how many points you need and where you're at :)
