No. I think that it makes no sense to invest a lot of time preparing temporary content and updating PC/Android/iOS versions just to remove everything one week later after Halloween is over. It's better to invest time and effort into something that will stay permanently.

Yes, but only for new/powerful devices. High quality graphics require high quality hardware to run on, there is no magic workaround for this. And since the new game will have at least x2 better graphics, it will require at least x2 better hardware than Shoujo City 3D.
