It's the text spacing above the table that controls that. There are some tips..... on the line above, instead of having a new paragraph by pressing enter, try shift and enter and it'll leave less space. If you want even less gap, try changing making the font a size smaller.

does this work on Mac? Reason I am asking, is I dont see the indent property on Mac version. Thank you for solving this nerve wrqcking problem.
You may need to turn on the ruler in the view menu. Should not be any different on a Mac.
Thanks for sharing. What about gaps between top and bottom tables? How to close the gap?
The height of cells is usually too much if a height of a cell or row is set. Remove any height measurement and it'll space to the contents.
But what if the table is outside the page on the right side? Why isn't there a right indent?
You'd need to reduce the width of the columns you can see first, then you'll see the edge on the right hand side.
how did you get that column where it says "Existing Control Measures" larger than the others?
