Is Chernobog Underrated or Trash?

Not a Hunter you'd see a lot, definitely feels really bad right now to have an ultimate that does zero up front damage. In a meta defined by the first 10 minutes, it can be hard to make is base kit do enough damage.
Also, I understand that the keyboard is annoyingly loud at times, and I will take steps to quiet it.
