SNK, Karnovs Revenge/FHD was on the Neo-Geo system, which termed the characters under SNK’s terms when data east went defunct
EDIT: Night slashers is also owns by Data East
you can get Data East licenses from two separate companies now who own the licenses.

Paon corporation owns the very first Karnov and Chelnov game directly
if you look up G-Mode or "DataEast revival project" you can find the website where they're offering up license opportunities for all of DataEast's games and characters
