If you are talking about every helicopter location, then there are a lot more found in San Fierro. For example the Sparrow is found on top of a skyscraper near the police station. A Raindance and Maverick can be found on top of the San Fierro Hospital.

News helicopter and Hunter can be found under the San Fierro's police station but it's rarely spawn and really hard to pull out without cheat.
