DISCLAIMER: After the latest patch (2.17), it seems that Polyphony Digital is reverting all hacked cars to their original Horsepower value, although I cannot confirm this 100%, but as I check out my garage, most of my cars are going back to under 1000 HP. Avoid Patch 2.17 if you haven't downloaded it already. Paint Hacked cars are still fine.

Hacking HP In GT5 Garage Editor:
1. Get 1 or more cars that are stock in your garage
2. Make sure you're not using the car(s) in Save Data
3. Copy Save Data to USB
4. Plug in USB to Computer
5. Open Garage in GT5 Editor (Open Saved Game)
6. Click Garage Tab
7. Select your car on the right side menu
8. Put EVERYTHING Under ECU (Except ABS/TCS Control and the number underneath them) to FFFFFFFF Code (Just copy from another FFFFFFFF Code and paste)
9. When done, CLOSE GARAGE INSTEAD OF HITTING X
10. Plug USB Back in PS3
11. Copy save data to PS3
12. Play the game and select your used car
13. Give it an Oil Change A.S.A.P In GT Auto
14. Give it Weight Reduction Stages 1-3 in Tuning
15. Enjoy! (Remember DO NOT Add Engine or Turbo Parts. And watch what you tune.)
How to Borrow Glitch a Car:
1. Get a friend to share his car online
2. Borrow It
3. MAKE SURE it is the current car you are driving
4. Save Game and Exit Game
5. Copy save data to USB
6. USB To computer
7. Open Garage (Open Save Data)
8. Click on "Riding Car" Tab
9. Press Borrow Car (The button in the middle)
10. All set! Just CLOSE GARAGE and transfer USB Save data to PS3
