you get the capes if you fought in the war with a clan/group/team, some of these “clans” include the scarlet knifes (shifters), timeline x, polychromia, shield of sovereignty, comic judges, and more.
First find the portal that'll spawn every 30 mins and disappear every 30 mins, enter and tall to player, exit the portal right after and start your quest, Frags will spawn randomly around the map, mostly in hidden places such as corners, mountains and unfortunately outside the map (which is unfortunately very sad), if you didn't find the frags anywhere, change servers and don't worry your quest is saved, if you found a frag on top of a mountain, if you're on pc you can tp up, if you're on mobile type /dummy to bring a dummy and use telekinesis 1 as sans to get the dummy up and tp to it, after collecting 4 frags reset and go back to the main menu where you'll find the credits button named "?" Click it and scroll down then the last frag will appear on the top right of the credits, get it and head to the portal that'll open every 30 mins and disappear every 30 mins, enter and talk to player and done
Try looking on the mountains and the corners of the map because they randomly spawn and for the 5th fragment click on the ? Mark and you'll find it hope this helps
