Yes, this whole incident is totally crazy. Ok, the guy is able to walk up the bridge, place his protest flag, halfway walking down, he stops to open his backpack and takes something out. Luckily, it was only a water bottle. He may have had explosives inside the bag, or even been a suicide bomber?. Thinking... you'd realize... how do humans go about their daily lives while these atrocities continue? Just stand back and ignore or... do something to get help, even if it means risking your own life? Thinking... try it some time. Perhaps now? It's a good habit to get into.
They likely noticed fairly quickly, just weren't able to do much about it. One slip up and the guy would of either been in the middle of the road; or worse, the Thames. He probably climbed up when there were no police nearby and by the time they got over he'd of been too far up the beam to grab him (basically as soon as he's standing on the beam he's already too high). Based on the road surface being roughly 9m above the Thames and where he got to on the support, I'd guess he was around 20-30m above the water which is a survivable fall, but it depends on the landing. So the emergency services would of had to be extra careful not to (A) push him off accidentally, or (B) corner him to the point where he did something (even more) stupid and fall; which would of likely been why they just waited for him to do his thing and get down himself.
The headline IS easy to read. "Genocide Darfur". Yeah, the atrocities are still ongoing. The fact that you don't care to read, let alone have the knowledge of and the compassion to empathize is... dumb!

Texan here. The last time I was in London, I climbed to the top of Tower Bridge, but I used the stairs, all 743 of them at age 73.
