A minor thing, the desert eagle model is from Left 4 Dead 2. I know this as I had tried to improve the textures of several of the weapons I found myself using, since they had awful normal maps and no specular maps. I had a good amount of fun going through Half Life 2 and episodes with this mod, but every single one of your criticisms is 100% right. Though (at least for me) it's very fun, it's also a buggy mess.
I'd like to compare this to Half-Life 2 MMod and two other mods for Doom; Brutal Doom and Meta Doom. MMod is like of like the Half-Life equivalent to Brutal Doom in a way because they both seek to beefen up the combat while touching up the game with some visual flare. Although Brutal Doom is a bit controversial among Doom fans, it achieves at what it sets out to do. Overcharged is like the Half-Life equivalent of Meta Doom. Meta Doom gathers everything from throughout the Doom series and combines it into one game. Every weapon, enemy time, pickup, even sound effects, it's a Doom series party and it all kind of works. That's what I and I think a lot of other Half-Life fans were hoping for with Overcharged. Overcharged seemed as though it would be a a celebration of the whole series by bring everything together from Half-Life 1, the expansion packs, the HL2 beta, even stuff that had been planned for HL1 but never implemented. Where Overcharged fails though is how crudely it's put together. It was unstable when I played it, enemy and weapon introduction was unbalanced, here there's all sorts of weird bugs, and new things like weapons and areas appear to be added in for the sake of adding them. Clearly the developers are passionate about the series and they wanted to have all of this cool stuff, but it hasn't been crafted with much thought to have it work well. The reason why Valve is successful with their games is because they take the time to refine everything, everything is done purposefully. I don't thing Overcharged could be added to Steam due to legal restraints, Valve has a new lawyer now and a Team Fortress 2 mod got taken down because it used beta assets. However, if the mod developers were to put in the same level of care that Valve does with their games, even as just a sourcemod, I think Overcharged has the potential to be amazing.
I don't know, I really liked Overcharged when it came out. Some additions are eh but mostly it's an entertaining playthrough. Also the Daddy RadHaz cameo was perfect

With them planning on putting this mod on Steam, I don’t think Valve will care that much. As long as it’s offered for free and stated to be a mod for Half Life 2, and also pose no security risk for the user (and maybe the removal of the beta assets), they’ll be in the clear. That won’t save them from steam reviews that bash the poor quality of it though.

Man this always kills me, they could fix so many things, simply by making the options that they have, actually useful.. It's almost like there's a monkey's paw to every single selection of the 200 whatever options.. like two steps forward and two step sideways, and you're like okay well at least this is progress, I'll take it.. But that sideways went into quicksand and now you're just not able to actually do anything with those two steps forward. The last time I tried to bother with this, I genuinely could not adjust the aim zoom, which was always set to zooooooomm! The s mod free aim they had, was missing the one variable to make it viable. Yeah you have the bounding box, and you have your mouse sensitivity, and you need to be able to change the sensitivity in the box, and the transition from free aim to camera turn... The way they had it set up if you wanted to be able to turn normally, essentially your sensitivity in the box was uncontrollably high. And I went through every command I could find, and the script files to find some sort of variable to control the one variable that was needed to make it usable lol.. they just kind of didn't have it. Same thing with the zoom for the iron sights or the aiming.. and they have like a million different options for how to do it and how to set it up within the various profiles, but nothing of them actually let you control the zoom part lol.. And there was a lean, It was about 1 to 2 in of leaning lol, which is great when you have the weapon clipping interaction, lol because there's no way you'll be able to actually lean out and have the weapon out at the same time if you're anywhere near a corner, not that it would matter because it's 2 in it's not actually any leaning, it's just prolonged farting almost to one side or another. Again another variable, just doesn't exist.. But it does... All of these exist, they're just not user executable.. they're either stuck in the DLL library or the compile or whatever.. One of the things that s mod did, and the people that proliferated it was that it had a platform that you could build off of... These folk seem to act like they're creating this bespoke thing, and for some reason the 200 options which is again really cool, but, it's like this counter philosophy of how they put it all together. And clearly they don't want someone building off of this of course, as lol, they've already been a bunch of cryhards about that, which again, wtf modding community, quit acting like everyone in their mum is out to get to you, because they built something off of something you built, which you built off of something somebody else did, literally the entire project here is a series of building off of valves work in the first place lol.. It's like this closed source version of a project that was able to have a legacy because it was not closed, they want to have their cake and eat it they just don't even know what cake is.. or what slightest idea you would do with it, but they've got it lol.. and no one else can touch it.. why aren't you happy! Every single problem this thing has with one aspect of it or another could be solved simply by allowing it to be fixed lol.. and then you could really have something here, cuz the foundation is good, it's just a foundation that didn't understand foundations or what they're for.. which again is a tragedy because you could build a nice house on it if they didn't think it was a finished product as it was.

@noclick The biggest problem with Overcharged is that it puts Beta Enemies in maps that were not designed for those enemies, the truth is there is no Vanilla HL2 map where you can put a Beta Enemy, to put them you would have to remake the maps from scratch and readapt them for the enemies, that's why projects like Raising the bar Redux or Cotermitus exist.
i actually really liked half life 2 overcharged, it was a super fun mod when i last played it and all the new weapons were actually nice, as ive always liked having so many random weapons to find, even if some are redundant. all the cool new enemies are nice too, i treated the mod less like a super realistic overhaul mod, and Just as a fun silly extra way to play hl2. i never had any issue with difficulty or anything, the mod is certainly not perfect but i enjoyed it! good video btw!

3:21 i have played this mod fully and have had no problems with the ragdolls like this. it could be a bug on your side that is different from how other people have had problems. for me the only problem i would have with the mod is that certain maps would not load or certain maps if trying to load into would crash so i would have to skip a level to actually play.

All Half Life mods have to be free except for special situations such as Black Mesa
It's going to be free. Steam release doesn't mean paid release. You can't charge for Source mods unless they use 100% original content.

I was playing HL2 overcharged this week, on the Overcharged 4 settings, and ragdolls never acted up at all
This mod did have a lot of crashes when I played it but not as many or the same bad bugs you had, but to all the people that say your faking, I believe you, I just think you just have awful luck and there's a gremlin tampering with you computer from the inside.
