HK invites foreigners to seize this term to say China calls itself a dictator. The moment I realise it was Mao Zedong who first used the term 人民民主专政, I then think of the possible cause of confusion. Mao was good at Classic Chinese (古文). Classic Chinese (古文) vs Modern Chinese (白话文) Classic Chinese is concise. One phrase can include many things. eg 老弱 (old or weak). Old people are weak, but the weak ie the sick, may not be old. 老弱 can refer to 2 types of people. Same for人民民主专政 which is comprised of 2 ideologies: 人民民主 and 人民专政. 人民专政 专政 is a verb meaning to govern. 专制 is an adjective meaning dictatorial & authoritative. Dictatorship refers to a government being authoritative (专制独裁). The power is concentrated on the government or the oligarch who controls the government (so-called deep state). Western Congress focuses on in-fighting between political parties. Chinese Congress is different. It emphasizes on unity & not in-fighting. It passes a policy that applies to the general public the people. It is the will of people who pushes for the need of a (new) policy. That is, the power is in the people & not in the deep state. It is the collective power of people to govern the country. The government just implements the policy. That is why it is called 人民专政. 人民民主 It is similar to Confucius' 大同 ideology. To expect 1.4 billion people (56 ethnic nations & many religions) to live in harmony, the leader must exercise, in today's term, democracy by promoting tolerance, mutual respect & coexistence with different ethnicity, religion etc. 人民民主专政 By practising democractic coexistence with others, people guide the government policy. ... it is true democracy.
