What if the driver was unable to inspect brakes if their vehicle brakes were not inspect-able because their truck was too low to the ground. Etc... can you refer me to anyone?

Have you tried sending TXDOT a TX Public Information Act request for the info you seek?
What if an 18 wheeler hits and runs. I now have three bulging discs . In my cervical area. I'm a passenger .
