I remember there was a short on Liquid Television on MTV about this time that made fun of these OVAs. The gag was "Our budget doesn't allow for mouth animations". And you get about five or six minutes of Anime characters conversing with their mouths hidden so they didn't have to animate the mouths. This video really reminded me of that.
17:21- Vampira. This plot twist is less origional than you think. The vampira title did the "Vampires are actually an advanced form of extra terrestrial life" thing as a means to dodge the wording of the commics code authority and continue its run. The way it was worded for the banning of these type of creatures made it clear on their association with the occult so many sneaky editors had the writters shift hard into sci-fi so the same creatures could be shown for the most part. That's how such characters as Moribus and Werewolf by night came to be. It's general, unspecified science; not black magic or demonic alchemy. Vampira was already campy so the transition to the Vamps being aliens didn't hurt it too hard. Sexy vampire who's a vampire hunter now fighting Vampires on other planets!? Score! Not to mention the character's origional acress and ties to Plan 9. Seems Vapmire wars is now following in the footsteps of THAT movie as well by being the target of an entertainer posing as a critic.
It's wild seeing different clips of that OVA. Like the quality oscillated a lot between stilted-no-budget and actually-kinda-cool. Seeing the Toei talent push through the low budget filter is definitely wild.
My favorite part of this anime is when the head vampire comes back to life after Cookie "kills" him. They do this by sliding the cell he's in up from behind him. It doesn't look cheap. It looks *extra* cheap. The best part is that you can see parts of it moving through Cookie's jacket, since the paint isn't fully opaque.
I loved picking OVAs in the 90s. We went to a flea market and picked VHS copies, usually a couple because that's what the budget allowed, sometimes 3 if we had some spare money. Unless we had a recommendation or it was a well known anime, we picked randomly. Is it going to be a masterpiece? Is it going to be crap? Is it going to be something that blow our minds? Who knows! That's how I watched a copy of this. And Urotsukidoji.
While some people might say that there are too many light novel adaptations, we at least got some great ones like: A Certain Magical Index, Sword Art Online, Shakugan no Shana, and That time I got reincarnated as a Slime.

This OVA is definitely my thing. I love pulpy shlock, especially with supernatural elements. Dub sounds hilarious, too. Might check it out.

This has the same problem of relying on 'exposition' as 'Fatal Fury: The Motion Picture'. Also, whoever voiced the large henchman is no Frank Welker.
