Leak down test.
Check compression. Check valve clearances.
Adjust the intake and exhaust valves.
Sounds like the bike has low compression due to tight intake valves.
If valves clearances good. And leak down is greater then 10% can be that piston rings are worn out or the valve seats need to be lapped and or reamed.
Cross hatch the cylinder with hone beads.
