State troopers or highway patrol are state wide jurisdiction. Also, sheriff's are elected by the citizens of the county, and have very good relations with those citizens.
Then some states have county constables that deliver papers for the counties and have arrest powers....game wardens in each state that enforce the hunting, and game laws...On top of that we have federal officers that enforce federal laws. We have a lot of law enforcement in America.
