The people on the communist side longed to own property & speak freely. They started peacefully marching and seeking freedom at great risk they would follow the Moskva down to Gorky Park listening to the wind of change. In the end the song was influenced by the tearing down The Berlin Wall.
The song "Wind of Change" was released in Jan 1991. The Berlin Wall came down in Nov 1989 and German Reunification officially occurred on 3 Oct 1990. So no, the song did was not instrumental in bringing down the Berlin Wall but rather reflected the changes that were occurring with the end of the Cold War. I was stationed in Germany with the RCAF from May 1989 to May 1992. I attended the the concert put on by Roger Waters known as "The Wall - Live in Berlin" on 21 Jul 1990 and it took place between the Potsdammer Platz and the Brandenburg Gate. You had to enter from concert venue from the East German side and there were no checkpoints between East and West Berlin by that time.

My favorite songs are THE ZOO, BLACK OUT, and WINDS OF CHANGE, which is about the fall of the communist Soviet Union and the re-unification of Germany after they were split after World War 2. It was a HUGE deal for the world and especially Europeans.

As far as one of them living in "Cali," you may be referring to James Kottak, who is no longer a Scorpion. He is American and may still live in "Cali."
I ran into the lead singer once at the airport in AZ, he's a little dude, and had an amazon wife/gf🤣 I was a little star struck, but didn't bug him for an autograph, we did lock eyes and he smiled back, so there's that haha Such a great band! They do great live shows as well as mini high quality professional movies for their more recent songs. I recommend a song called Radio, then a live song called Engel to get you started.
