Laws framed, enforced there in Goa still followed because public there have become habitual. Similarly union territory Pondicherry was earlier fuled by The french. People of Pondicherry are accustomed to old rules, customs used to prevaile earlier. Ofcourse only solution is enforcement of law ruthlessly by members of government observing discipline & giving respect to law. But problem is that employees of law enforcing agencies need discipline, obedience & faithfulness to duty allotted. Lets wait. But public choose leaders like Sheeda Talli, Aliya Malik, Zartaz Gul who never follow rules, law etc & feel proud while claiming product of gate number four of GHQ Rawalpindi. Also public, hooligans molest ladies of foreign origin if found and don't miss the chance available. Thanks.
