Then in the 80s mario tv show they decided to make him a cowardly dweeb and that's been his thing ever since. In almost every game he appears in he's supposedly weaker or less capable than mario, but in almost every game where he appears playable he is in fact noticeably stronger than mario with increased jump height, projectile range, and even instant kill moves. Compound this with the internet trend of "Luigi Wins by doing nothing" and Nintendo's very own "Year of Luigi!" which was both extremely hyped up and one of their biggest financial losses in a year ever solidifies his place in gaming culture.
Nah. In Mario Tennis 64 he was portrayed as cocksure - "Luigi not afraid." You can say "But Camelot developed it-" but it is what it is and Nintendo gave the thumbs up on it. The financial loss was blamed on Luigi but Wii U is a dumpster ground for shovelware and Nintendo cheaped out on Luigi centric games with only Dark Moon being his real spotlight. The failure of Luigi Year was through no fault of his own

Potted Piranha Plants had already been shown to be capable of sprouting roots long and sturdy enough to run on in the Mario franchise. I wish I could remember which game they first showed up in, but they were around long before Ultimate.

Dan is actually really talented lorewise. His one-handed hadouken is something only the strongest street fighter characters, being Gouken and Akuma, are able to use. Dan being able to do the technique despite not completing his training is actually impressive.

I like the irony of how Dan actually does practice the actual "Strongest Style" but in a very incomplete form. That perhaps he has the most potential and room to grow of any fighter, but no one who would be able to develop it.
The funny thing about Dan Hibiki is yes, he's a combination of Ryo Sakazaki with Robert Garcia's head. But Robert Garcia was based on Steven Seagal (complete with pony tail), a real life joke character.
Wii Fit is actually kind of good in Ultimate because they buffed her deep breathing. If you use platforms right you can get close to 100% with nair and other falling aerials
wii fit was never really a joke character anyway. the joke characters in smash were more of a moment that the devs surprise players by making something you wouldn't really expect to be a character and make it one. Mr. game and watch in melee, ROB in brawl, Duck hunt in smash 4, and piranha plant in ultimate.
@@thatguymatt5816 sagat has the most interesting story in all of SF imo. he struggles with trying to be the best in the world while also staying a true martial artist in every sense of the word. in a way he has all the same struggles as ryu but sort of goes in the opposite direction. as the series progressed you saw more and more of evil ryu and sagat became more and more distanced from his past with shadaloo and trying to make peace with who he used to be.
One of my favourite joke characters comes from Crash Team Racing. Earning the Red, Green, Blue and Yellow Gems in Adventure Mode unlocks the first four boss characters - Ripper Roo, Papu Papu, Komodo Joe and Pinstripe, respectively. So naturally I assumed that the Purple Gem would unlock the final boss, Nitros Oxide. But instead, we got Fake Crash, a bushy-browed, buck-toothed clone of Crash. What makes it funnier is that Fake Crash only exists because a toy manufacturer messed up a Crash plushie and Naughty Dog said, "Let's put him in".

Phoenix Wright in Ultimate Marvel vs Capcon 3 would be one of my favorites. Imagine a lawyer defeating monsters, supervillains, demons and even cosmic entities by just throwing paper at them.

My favorite joke character was Roll (the sister of Megaman/Rockman) in Marvel vs Capcom, the first one. She had basically the same moveset as Megaman except worse in every way (much like Dan is like Ken/Ryu but worse). The one real advantage she had was that she was so short, most projectiles would go over her head (even some supers). I used to play her all the time at my local arcade and one guy called me the "patron saint of Roll" as I used her few advantages to do reasonably well.
and in a strange turn of events, when Roll was added in Tatsunoko vs. Capcom, she got a new unique moveset and her classic design, and she's actually really good gameplay wise. Kinda like how Pichu went from Smash Bros Melee to Ultimate, being an awful joke character to actually pretty good competitive wise
The Tekken series has a lot of joke charakters. From Mokujin/Combot over Panda and Kuma to Gon and Roger Jr., there's a lot of strangely weird charakters
Roger Jr. is my favorite fighter in Tekken, along with Kuma as a close second. While the Kangaroo is a gag character, I wouldn't consider the bear a joke only because of how incredibly strong and dangerous they are in real life. 🦘🐻
I really love Dan Hibiki as a character, he’s such a goofball and his point blank one handed Gadoukens are so pitiful, but nothing beats his super taunt, in the Marvel Vs Capcom Games he even has a Raging Demon where he grabs you and sacrifices his health to deal heavy damage to the opponent. Dan debuted in the hit game Street Fighter Alpha which released in 1995 right? Well that’s the same year I was born 😎💖
When I think joke character, Neco Arc from Melty Blood is the first thing that comes to my mind - weird origins, bizarre moves, and their hurtbox is soo small that a lot of moves and combos will just miss (though not as much in the most recent game)
...Except Neco-Arc's hitbox was explicitly made the same size as everyone else's. It might look like you missed, but nine times out of ten, she just crouch-blocked a low that looked like it should've been a high because of her tiny sprite. Flip the coin, and if she's standing up, a roundhouse that hits everyone else in the head also hits her in the "head" even if it looks like it should be a whiff.
Fun fact, Pichu, which was literally designed to be a joke character in Super Smash Bros. Melee, ended up being better than Bowser, Kirby, Ness and Zelda, who were not intended to be bad.
I bought a Wii fit when I was a kid. I was super hyped about the technology itself. I thought they'd add it to Wii games like tennis so you could use it to move around. I also actually still enjoyed it. I was playing football at the time and loved challenging myself with push ups. It was actually rather in depth and the work outs were true workouts.
One of the funniest things about Dan is his SFV infinite. Eventually, they patched it out, but outside of the context of the infinite, the move that enabled it was buffed, having a random chance to knock down. Also, I remember seeing someone point out that Kage’s fighting style was closest to Dan’s but I don’t remember the exact reasoning.
Dan was also canonically able to perform Shun Goku Satsu (raging demon) in the comic, tho it did not land, he tripped over a bag before he could connect it.
Mr Game & watch I say is kind of a joke character but I guess maybe Nintendo never thought of him that way because he's such a classic from the old school game and watch. But seriously the kind of moves he has are just funny and the fact that he's not animated and that he's 2D.
Fun Fact: If you beat games with Dan on the highest difficulty with no continues, it proves you are a Street Fighter god! Especially in that SUPER Puzzle Fighter II X spin-off where it's impossible to win with Dan.
In all fairness, Hercule survives. Cell backhanding him into a mountain. Getting shot point blank. A punch from Goku (granted he was holding back but Hercule's a human but still) And he was one of the only humans to survive Super Buu airstriking humanity out of existence + he befriended regular Majin Buu. So he may not be on Saiyan tier, but he does have some street cred
I don’t remember which specific game, but on the GameCube, there was a DBZ fighting game featuring Hercule. His ultimate was basically a surprise nuke, literally leaves the background desolate lmao
pichu and puff were meant to both be joke characters where one through the thousands of community hours put towards it is arguably an s tier character and the other is used when axe plays pools. Both amazing stories and utilizations by the community and why i love joke characters in the fgc.
Dan seems like the biggest character to just be a jab at the knock-off source material. But strangely enough, it seems that the sf devs have given him some of the most respect out of every joke character to make him actually have a big reason to be the way he is without loosing the ludicrously stupid concept on paper
Dan is in the same situation as Hercule: he is one of the strongest humans in his universe but that means nothing when compared to the likes of Akuma. His style also seems to be a fusion of Gouken's karate and Sagat's Muay Thai due to some poses being nearly identical. Sagat ends up letting Dan win because he felt remorse over killing his father and ultimately Dan decided to "spare" Sagat's life because that's what his late father would've wanted. Overall he's surprisingly cool for a one-note joke character.

The circumstances of Dan's creations is to poke fun at Ryo, yes, but the circumstance's of Ryo's creation are not ripping it off. It was made by former SF developers and as these things tend to go, they went off what they know works and Ryo's archetype worked well for the type of game.

The Wii was my first console. At the height of its popularity, my dad bought it for us on impulse. My long journey of videogaming began with Wii Sports and other such motion control games, designed to bring in a broader audience than ever before. That's a big part of why I _adore_ Wii Fit Trainer in Smash. Besides being hilarious, she truly represents that era, the first time in gaming that a nerdy child and their out of touch grandma could bond over games together. She's a joke character yes, but also one of the most unironically iconic characters Smash could've added! My absolute favorite. :)

There's a meta reason why Dan's fireballs suck. It's s a reference to the spirit system in Art of Fighting. When you spirit is empty, your fireballs don't go full screen anymore, and since there isn't a spirit gauge in Street Fighter at all, Dan's fireballs always suck.

I'll always think of the goof-off class from Dragon Warrior III. Sure, the way they can fail to do absolutely anything in a fight (even parry) is funny at first and they can become a sage without needing the book, but it's hard not to give up and swap them for somebody much more useful long before you make it to the shrine where you can change classes.

Dan was not created to necessarily riff on SNK but is rather referential as prior Capcom employees worked at SNK. The main design of Ryo was designed by the same person who designed Ryu in the original Street Fighter.

Here are some joke characters I know: In Super Meat Boy, there is a character named Tofu Boy and hes the worst character in the game, having the slowest speed and lowest jump. You unlock him after writing "petaphile" in your keyboard in the character selection menu. Not only that, he comes from a Peta SMB remake where Tofu Boy is the main character. Since Peta's games are normaloy pretty bad, it controlled bad. In the sequel, Tofu Boy also appears in SMB Forever. Talking about that, let's talk about Meatsona from the 2nd game. So Meat Boy is a cube, but Meatsona aint. He has a human like body appearance, and his "head" is in the torso of that person. He is unlocked after beating the 3rd warp zone (test your meat) which references mortal combat. He doesn't have downgrades or anything, he works just like Meat Boy. In Miitopia, in the final tower in the game, you have to climb it up to the end and defeat the Darker Lord, although, the ex dark lord will be following you in that tower. The joke part is that his attacks do 1-2 damage, and since youre pretty much a level 20-25 in that place, the enemies have pretty high health (talking about 300-400 HP), the only big part he helps in is giving you HP bananas. Manta from Shaman King: Spirit of Shamans. In the manga this game is based on, he's the "Token Muggle", as in, "the only normal person in the group with no shamanic powers whatsoever". He can see ghosts, but he's overall an average (if VERY short) kid next to his friend who are able to fuse and fight with said ghosts, and as such he's the comedic relief/audience surrogate character. So when they made him playable, they made him a joke character, as his entire moveset is based on gags he's seen performing in the manga, like beating people on the head with an enormous encyclopedia, summoning his shoulder angel as his personal spirit to fight with and SHOOTING FRIGGIN LASER BEAMS FROM HIS EYES.
I kinda feel that saying that Glass Joe can beat Hercule Satan from DBZ is pretty much an insult to Hercule and downplaying his strengths. Cause, yeah, he can't really match up to people like the Z fighters and other martial artists who use ki. But Hercule actually is an accomplished martial artist and have won many tournaments before the Cell Games. There's a reason Spopovich hated the guy.

its not really the media outside of the game, but in his debut game, Dampierre, the joke character of the Soul Calibur series, is actually somewhat the main character of the game, every title/achievements that you unlock at the game contains lores about him, making the entire game somewhat an indirect story mode of Dampierre

Kinda sad that Dan got a place in the spotlight, but Yuri didn't. Yuri became a joke response from SNK to Dan, hell, she has a Raging Demon move in one of KoF games. From top of my head (take what is written here with a grain of salt, I can't check my sources rn), some of the people developing Street Fighter moved on to SNK which is why Ryo has so many similarities to Ryu. Dan's infinite taunting is a play on Taunts being an actual gameplay mechanic in Art of Fighting and earlier KoF, as it was used to reduce your opponent's power gauge. And last but not least, SNK vs Capcom fighting game had Dan be silly, but not a joke character unlike SF iterations.

I feel like some of the best joke characters are found in the Tony Hawk games. For example, I played through both underground underground 2 recently and some of the joke characters include Gene Simmons, Shrek, a pixilated Tony hawk from the first pro skater game, and The Hand similar to master hand, though without the glove (this last one, of course, is a direct reference to tech decks)
If Budokai Tenkaichi 4 doesn't have Giran in it I'm setting the people in charge of the roster on fire Also I think the Wii fit trainer makes sense to be in the game especially compared to some of the other characters

Lucky Chloe from Tekken 7 may be the most joke joke character in a fighting game. In a game where every playable character (for the most part) showcases a unique fighting style from across the world, from karate to capoeira to sambo, we have Lucky Chloe who just break dances whilst speaking constantly in broken Engrish. Apparently she's a Japanese pop star or something, but I can't see her as anything other than a huge American weeb.
Dont forget Dr. Boskonovich. Man's literally and old scientist who stumbles about like hes on roller skates, and flails his frail body at you with a remote control in his hand

Roboky was a robotic copy of ky kiske, instead of him being a good killing machine he is a silly little robot guy who is also a womanizer. Everything about this guy is a joke so you know what they did. They made him meet venom(not a joke character) and play a roll in the story by having him sacrifice to kill the main villain, and succeeds. The silly joke character killed one of the main villains
Grunts in Halo are kind of a joke characters . Obviously gameplay vise they can be effective on higher difficulties , but overall even their dialogue is always something like - "HE IS HERE !" , "LEADER DEAD , RUN AWAY" , "NO , PLEASE !" .

Dan is actually really talented lorewise. His one-handed hadouken is something only the strongest street fighter characters, being Gouken and Akuma, are able to use. Dan being able to do the technique despite not completing his training is actually impressive.
Maybe he's stronger than both of them, in a more unexpected way, but we'll never know.

In one of the comics Dan was shown to be possessed by the satsuino hado (I think that’s how it’s spellled?) before tripping on sakura’s backpack and falling. This man actually performed the raging demon though, showing he could be a threat if he knew what he was doing.

I like the irony of how Dan actually does practice the actual "Strongest Style" but in a very incomplete form. That perhaps he has the most potential and room to grow of any fighter, but no one who would be able to develop it.
The funny thing about Dan Hibiki is yes, he's a combination of Ryo Sakazaki with Robert Garcia's head. But Robert Garcia was based on Steven Seagal (complete with pony tail), a real life joke character.

wii fit was never really a joke character anyway. the joke characters in smash were more of a moment that the devs surprise players by making something you wouldn't really expect to be a character and make it one. Mr. game and watch in melee, ROB in brawl, Duck hunt in smash 4, and piranha plant in ultimate.

@@thatguymatt5816 sagat has the most interesting story in all of SF imo. he struggles with trying to be the best in the world while also staying a true martial artist in every sense of the word. in a way he has all the same struggles as ryu but sort of goes in the opposite direction. as the series progressed you saw more and more of evil ryu and sagat became more and more distanced from his past with shadaloo and trying to make peace with who he used to be.
Didn't dan refuse right? Sagat was nice enough to even let him win.
One of my favourite joke characters comes from Crash Team Racing. Earning the Red, Green, Blue and Yellow Gems in Adventure Mode unlocks the first four boss characters - Ripper Roo, Papu Papu, Komodo Joe and Pinstripe, respectively. So naturally I assumed that the Purple Gem would unlock the final boss, Nitros Oxide. But instead, we got Fake Crash, a bushy-browed, buck-toothed clone of Crash.
What makes it funnier is that Fake Crash only exists because a toy manufacturer messed up a Crash plushie and Naughty Dog said, "Let's put him in".

My favorite joke character was Roll (the sister of Megaman/Rockman) in Marvel vs Capcom, the first one. She had basically the same moveset as Megaman except worse in every way (much like Dan is like Ken/Ryu but worse). The one real advantage she had was that she was so short, most projectiles would go over her head (even some supers). I used to play her all the time at my local arcade and one guy called me the "patron saint of Roll" as I used her few advantages to do reasonably well.
and in a strange turn of events, when Roll was added in Tatsunoko vs. Capcom, she got a new unique moveset and her classic design, and she's actually really good gameplay wise.
Kinda like how Pichu went from Smash Bros Melee to Ultimate, being an awful joke character to actually pretty good competitive wise

The Tekken series has a lot of joke charakters. From Mokujin/Combot over Panda and Kuma to Gon and Roger Jr., there's a lot of strangely weird charakters

When I think joke character, Neco Arc from Melty Blood is the first thing that comes to my mind - weird origins, bizarre moves, and their hurtbox is soo small that a lot of moves and combos will just miss (though not as much in the most recent game)

...Except Neco-Arc's hitbox was explicitly made the same size as everyone else's. It might look like you missed, but nine times out of ten, she just crouch-blocked a low that looked like it should've been a high because of her tiny sprite. Flip the coin, and if she's standing up, a roundhouse that hits everyone else in the head also hits her in the "head" even if it looks like it should be a whiff.

Fun fact, Pichu, which was literally designed to be a joke character in Super Smash Bros. Melee, ended up being better than Bowser, Kirby, Ness and Zelda, who were not intended to be bad.
I bought a Wii fit when I was a kid. I was super hyped about the technology itself. I thought they'd add it to Wii games like tennis so you could use it to move around.
I also actually still enjoyed it. I was playing football at the time and loved challenging myself with push ups. It was actually rather in depth and the work outs were true workouts.
One of the funniest things about Dan is his SFV infinite. Eventually, they patched it out, but outside of the context of the infinite, the move that enabled it was buffed, having a random chance to knock down.
Also, I remember seeing someone point out that Kage’s fighting style was closest to Dan’s but I don’t remember the exact reasoning.
Dan was also canonically able to perform Shun Goku Satsu (raging demon) in the comic, tho it did not land, he tripped over a bag before he could connect it.
The trainers are not all that silly. I think they're a couple of badasses!
Mr Game & watch I say is kind of a joke character but I guess maybe Nintendo never thought of him that way because he's such a classic from the old school game and watch. But seriously the kind of moves he has are just funny and the fact that he's not animated and that he's 2D.

I don’t remember which specific game, but on the GameCube, there was a DBZ fighting game featuring Hercule. His ultimate was basically a surprise nuke, literally leaves the background desolate lmao
pichu and puff were meant to both be joke characters where one through the thousands of community hours put towards it is arguably an s tier character and the other is used when axe plays pools. Both amazing stories and utilizations by the community and why i love joke characters in the fgc.
Dan seems like the biggest character to just be a jab at the knock-off source material. But strangely enough, it seems that the sf devs have given him some of the most respect out of every joke character to make him actually have a big reason to be the way he is without loosing the ludicrously stupid concept on paper
Dan is in the same situation as Hercule: he is one of the strongest humans in his universe but that means nothing when compared to the likes of Akuma.
His style also seems to be a fusion of Gouken's karate and Sagat's Muay Thai due to some poses being nearly identical.
Sagat ends up letting Dan win because he felt remorse over killing his father and ultimately Dan decided to "spare" Sagat's life because that's what his late father would've wanted. Overall he's surprisingly cool for a one-note joke character.
He uses a fighting style which has Sagat and goukens as well? Then what fighting style does sakura have since Dan was her master.

My favourite thing about Wii Fit Trainer in Smash, was all the memes, making her seem like she was gone to kill you. The 'I'll help you fit.... Into a coffin' one always got a chuckle from me.
The circumstances of Dan's creations is to poke fun at Ryo, yes, but the circumstance's of Ryo's creation are not ripping it off. It was made by former SF developers and as these things tend to go, they went off what they know works and Ryo's archetype worked well for the type of game.

The Wii was my first console. At the height of its popularity, my dad bought it for us on impulse. My long journey of videogaming began with Wii Sports and other such motion control games, designed to bring in a broader audience than ever before. That's a big part of why I _adore_ Wii Fit Trainer in Smash. Besides being hilarious, she truly represents that era, the first time in gaming that a nerdy child and their out of touch grandma could bond over games together.
She's a joke character yes, but also one of the most unironically iconic characters Smash could've added! My absolute favorite. :)

There's a meta reason why Dan's fireballs suck. It's s a reference to the spirit system in Art of Fighting. When you spirit is empty, your fireballs don't go full screen anymore, and since there isn't a spirit gauge in Street Fighter at all, Dan's fireballs always suck.

SNK's response to Dan was Yuri Sakazaki stealing all Street Fighter characters' moves. I can't even list them all. Just watch the video Yuri's Revenge, which shows them.
I'll always think of the goof-off class from Dragon Warrior III. Sure, the way they can fail to do absolutely anything in a fight (even parry) is funny at first and they can become a sage without needing the book, but it's hard not to give up and swap them for somebody much more useful long before you make it to the shrine where you can change classes.
Fukua in Skullgirls is the prime example of a joke character. Her birthday is April 1st and is only in the game because fans loved her

Dan was not created to necessarily riff on SNK but is rather referential as prior Capcom employees worked at SNK. The main design of Ryo was designed by the same person who designed Ryu in the original Street Fighter.

Here are some joke characters I know:
In Super Meat Boy, there is a character named Tofu Boy and hes the worst character in the game, having the slowest speed and lowest jump. You unlock him after writing "petaphile" in your keyboard in the character selection menu. Not only that, he comes from a Peta SMB remake where Tofu Boy is the main character. Since Peta's games are normaloy pretty bad, it controlled bad. In the sequel, Tofu Boy also appears in SMB Forever. Talking about that, let's talk about Meatsona from the 2nd game. So Meat Boy is a cube, but Meatsona aint. He has a human like body appearance, and his "head" is in the torso of that person. He is unlocked after beating the 3rd warp zone (test your meat) which references mortal combat. He doesn't have downgrades or anything, he works just like Meat Boy.
In Miitopia, in the final tower in the game, you have to climb it up to the end and defeat the Darker Lord, although, the ex dark lord will be following you in that tower. The joke part is that his attacks do 1-2 damage, and since youre pretty much a level 20-25 in that place, the enemies have pretty high health (talking about 300-400 HP), the only big part he helps in is giving you HP bananas.

Manta from Shaman King: Spirit of Shamans. In the manga this game is based on, he's the "Token Muggle", as in, "the only normal person in the group with no shamanic powers whatsoever". He can see ghosts, but he's overall an average (if VERY short) kid next to his friend who are able to fuse and fight with said ghosts, and as such he's the comedic relief/audience surrogate character. So when they made him playable, they made him a joke character, as his entire moveset is based on gags he's seen performing in the manga, like beating people on the head with an enormous encyclopedia, summoning his shoulder angel as his personal spirit to fight with and SHOOTING FRIGGIN LASER BEAMS FROM HIS EYES.
I kinda feel that saying that Glass Joe can beat Hercule Satan from DBZ is pretty much an insult to Hercule and downplaying his strengths. Cause, yeah, he can't really match up to people like the Z fighters and other martial artists who use ki. But Hercule actually is an accomplished martial artist and have won many tournaments before the Cell Games. There's a reason Spopovich hated the guy.

That's interesting, I never really thought about it. I think if you make the joke characters too prominent, the joke can definitely begin to wear thin very fast. Joke characters work perfectly as side/supporting characters.
its not really the media outside of the game, but in his debut game, Dampierre, the joke character of the Soul Calibur series, is actually somewhat the main character of the game, every title/achievements that you unlock at the game contains lores about him, making the entire game somewhat an indirect story mode of Dampierre

In SF5 Dan is no joke fighting-wise, and his Haogadoken fully charged is one of the strongest fireballs in the game and it goes full screen.
I actually beat Smash 3DS' All Star mode on hard using Wii Fit Trainer. I want to say he/she's a bit of a glass cannon, but his/her ability to heal is pretty good NGL.

Kinda sad that Dan got a place in the spotlight, but Yuri didn't. Yuri became a joke response from SNK to Dan, hell, she has a Raging Demon move in one of KoF games.
From top of my head (take what is written here with a grain of salt, I can't check my sources rn), some of the people developing Street Fighter moved on to SNK which is why Ryo has so many similarities to Ryu.
Dan's infinite taunting is a play on Taunts being an actual gameplay mechanic in Art of Fighting and earlier KoF, as it was used to reduce your opponent's power gauge.
And last but not least, SNK vs Capcom fighting game had Dan be silly, but not a joke character unlike SF iterations.

Also I think the Wii fit trainer makes sense to be in the game especially compared to some of the other characters
Ugh. BT4 is just going to be a vehicle for lazy DLC cash-grabs. By the end of the game's "extended lifetime," people are going to have paid something like four times the price for half the roster 3 had.

My favorite joke character will forever be Robo Ky from Guilty Gear XX. If I had to desrcribe everything weird about him I'd be here all day so I'll just leave you with the fact that his victory quotes including simping and telling people to kill themselves.

Lucky Chloe from Tekken 7 may be the most joke joke character in a fighting game. In a game where every playable character (for the most part) showcases a unique fighting style from across the world, from karate to capoeira to sambo, we have Lucky Chloe who just break dances whilst speaking constantly in broken Engrish. Apparently she's a Japanese pop star or something, but I can't see her as anything other than a huge American weeb.
Dont forget Dr. Boskonovich. Man's literally and old scientist who stumbles about like hes on roller skates, and flails his frail body at you with a remote control in his hand

I'm Surpise you didn't mention neco arc, Dan is of course the best example of a joke but how can you forget the funny cat.
However that isn't my favourite, my favourite is robo-ky from guilty gear. Roboky was a robotic copy of ky kiske, instead of him being a good killing machine he is a silly little robot guy who is also a womanizer. Everything about this guy is a joke so you know what they did. They made him meet venom(not a joke character) and play a roll in the story by having him sacrifice to kill the main villain, and succeeds. The silly joke character killed one of the main villains
Grunts in Halo are kind of a joke characters . Obviously gameplay vise they can be effective on higher difficulties , but overall even their dialogue is always something like - "HE IS HERE !" , "LEADER DEAD , RUN AWAY" , "NO , PLEASE !" .
