    Why is it the victims responsibility to play any part in this process? All the understanding and compassion is for the offender with none for the victim.

      I think offenders generally lack empathic abilities to understand how their actions affect others.

      victim participation is completely voluntary - it often provides the opportunity for the victim to share the impact of the harm done and the effects it has had on their life on a larger scale - an aspect which is sometimes not fully understood otherwise. It also allows the victim to inform what they would need to rectify the situation in a way that would be meaningful for them. (i.e. if there was property damage, they may appreciate that the individual be directly involved with the repairs). Also what I have heard from victims is that it often provides closure to an offence in a way that they may not get through regular court proceedings.
