That isn't unconventional. Paperboard and enamel have been used to insulate wires in motors for over 100 years. The paper is a separator. The wire itself is enamel coated.
As an electrician for 26 years in the USA, this is standard. Like the other person said it also has enamel. The paper is thicker than it looks and very fibrous. It soaks up the thick resin, insulating the wires. It has to be done this way because the typical rubber coating your used to seeing on wires would melt from the extreme heat if the motor, then the rubber would turn to ash falling off the wire and exposing it. Then it would touch other wires and blow up/short out, ruining the motor.
