Both, depends if you want filters or not.
Backgrounds/Stages are always Graphics(I before C in Graphics, so you avoid Grammer Nazis)

I tried to add filter to the background on flash 8, and then add frames, but it doesn't seem to work!

for a character do i have to make different fighting scenes on the same symbol or make a different types of fighting scenes on each layer
