i followed this video step by step but when i change the url to localhost/tutorial/1/2/3/ it dont work and shows this message "The requested URL /tutorial/1/2/3/ was not found on this server." can anyone tell me the reason why please?

@IanColenutt It's not integrated into the php or html. Apache will look for .htaccess in the directory it's serving the current content from.

where is your htaccess located? in the localhost root folder or in 'tutorials' folder?
