What really makes no sense is the fact that the Secret Service and the government has drones with Fleer and I don't understand why the hell they did not have that in the air covering this entire area he would have been located immediately because your body temperature is different than the surrounding area and the second he stepped foot out there on that roof or wherever he was at he would have been detected instantly! So, some water towers have laws over who is allowed to climb them and secret service and snipers may not have clearance depending on the city's laws surrounding the water tower. I notice after looking, many of president's rallies don't have anyone on the water towers in some places. So, I don't think this is a determining factor of the situation.

Some things, like water towers, are off limits except to official personnel for those buildings. Just cuz fbi and secret service are official personnel doesn't mean they have clearance to be on that building. The reason varies dependent upon building, district, and state rules/laws. Fbi or secret service don't just get clearance cuz the president is in the area. It has to be cleared by the appropriate authorities of the building in question. Who knows why Trump couldn't get clearance. Have to ask those in charge of the building and the rules/laws on entry.
